From the supplier: Many countries, including the US, Germany and Canada, are implementing decentralization programs to cut federal spending by placing more taxing responsibility at the local level. Public services should be provided at the lowest government level possible, and at the most local level. The most valuable taxes for local governments in a decentralized country include user fees and local land, income and property taxes. Distribution programs should be governed and administered at both local and national levels, but the national government should take responsibility for fiscal policy relating to savings rates and inflation.
